Nice recommendations!
My favorite Chinese-Taiwanese restaurant in Buenos Aires is Palitos ("chopsticks" in Spanish), Arribeños 2241, which is in the small Chinatown in the Belgrano district. They make an excellent and authentic beef noodle soup.
My favorite parrilla in San Telmo, where I lived, was Desnivel.
